Chance of getting into University of Washington - Seattle

Hi guys, I am an international student who are studying in California. And I just applied UW as a computer science major, I heard that out of state transfer is super hard and I did extremely poor on the English proficiency exam. Can you guys chance me?

Total credit: 81 (semester)
Major GPA: 4.0
Overall GPA: 4.0
I didn’t retake any class so far
Tofel: 91 (which is really low since they recommend 92)

I mentioned these things in my personal statement:
Part-time: Math and physics tutor, founder of a startup company
Volunteer: TA at my college, tutoring computer in an elderly center
Award: Won a hacking completion(2nd in international scoreboard) in US on 2014… Some certifications in cisco and oracle

I cannot really tell because of your TOEFL result. I’m a traditional high school applicant who applied as international freshman and got 104 on the exam but I did poor on my SATs (got 1850)… so I’m in the same boat with you… crossing my fingers… Btw, really good job on getting 4.0 college GPA. Have you applied UC schools for CS major? You’d have way higher chance to get in to those schools…
