Chances as a Fall 2015 transfer student?

I am currently enrolled in my first semester of freshman year at another public 4-year university in New Jersey. I would like to attempt to transfer to Rutgers SAS in New Brunswick for the Fall 2015 semester. By the end of this semester I will have 14 credits, however 2 of them are a placement-based remedial algebra course that does not factor into my GPA. I am undeclared, and all of my other courses this semester are gen-eds that will seemingly transfer over for credit at Rutgers. I should be closing this semester with a 3.85+ GPA, and I am taking 15 credits for the spring. My high school transcript will be fairly weak with a 2.8 GPA, but I am under the assumption that my grade trends may add strength to my application (my grades moderately increased each year of high school, with my freshman and sophomore years being primarily what tanked my hs GPA) I am simply worried that my drastic academic improvement will not be solidified by the time of the application, due to the fact that I will only have 12 actual credits completed and on my transcript. I know from personal experience as well as exploring other discussions on here that Rutgers admissions decisions can seem erratic, but I was wondering if anybody could give me some type of insight? Chances of me getting in? Any comments, questions, or criticism would be great, I would enroll without thinking twice if I was indeed accepted, but as a broke college student I would like to ensure that I would even be a competitor before spending $65 on the application fee.
