Chances as a transfer student, please give me your opinions!

Right now I'm going to the University of Denver. I don't think it's working out for me. It's not really what I hoped it would be. But anyways, I wanted to apply as a transfer student to a couple universities in the upcoming spring quarter. I've just finished my first year at the University of Denver, and I'm entering my second year. It's a 4 year private university. Here are my stats:

High school GPA: 3.73
ACT: 27
SAT: 1670 (Really bad I know)
SAT II: 640 Chemistry, 480 Literature, 610 Mathematics Level 1, 630 Mathematics Level 2 (not sure how I did better in math 2 than math 1)
**AP Tests: **Calc AB:4, Chemistry: 5

College GPA: 3.95 (Completed 54 credits in quarter system)
Major: Accounting and Finance (planning to get a dual degree)
Major ECs: Tutored high school students during school year (300+ hours), Internship during the Summer (Help a person campaign for mayor), Took some Summer courses at a CC got all A's, Member of Alpha Lambda Delta Honor society, Member of Asian Student Alliance
All these are ECs that I have done while in college

I can get 2 really good recommendations from my English professor and Chinese professor.

I've gotten A's so far in all all my math (Calculus II), English (Writing and research), and Science (Organic Chemistry). I didn't need to take Organic chemistry, but I did just for fun.

Okay, here are the colleges I plan to apply to: University of Virginia, Notre Dame, U Penn, Washington University in St.Louis, Boston College, Emroy University, and Cornell.

My top picks are WashU, U Penn, and Notre Dame

Can some of you give me ball park of my chance of getting into these universities?

I've also be thinking a bit whether I should retake the SAT or ACT, it might be kind of late if I were to apply to the Spring Quarter. I mean I have taken some pretty intensive math, science, and English classes, and gotten A's in them. So I was thinking that might prove I don't have a strong sense for these subjects, and do need to retake the SAT.

I have also been thinking about an extra ECs that might help me. If I apply for the Fall semester next year, and study abroad in Hong Kong in the Spring semester instead would that improve my chances of getting admitted by a lot?

I've been thinking about this a lot and my brain is starting to hurt. I really want to get into these universities because I don't feel like I belong in the current school community I in.

I would really really appreciate any advice. Thanks!
