Assuming you are a California resident,
UCB: Match

I am a resident of Arizona. Do I still have a shot at UCB and some of the other schools?

For extracurriculars, I've also played the clarinet for the past seven years. I'm section leader and treasurer of Band Council.

Seriously, I need some honest advice.

hmm. I think:

Berkeley & WashU: slight reach
Stanford & Penn: reach

Test scores could be higher & I don't see anything that is extraordinary for a place like Stanford. Write some killer essays...you are in the game at all 4 schools.

Non-California UCB applicant.

Ouch.

Not being Californian almost halves your chances.

I'd still say you have a higher shot at UCB than at Stanford though. Both schools are slight reach/reach.
