i'm an undergrad and if i'm undecided between the college of arts and sciences and human ecology, should i apply to the college of human ecology b/c it has a greater acceptance rate and then once i am accepted switch?

Go with the one that suits you best. The Hum ec school will limit the number of courses you can take outside the college, whereas you can take as many non-arts&science courses if you're in the A&S college. Also each school has different requirements, costs etc. What are you looking to study?

i'm looking at studying neuroscience, psych, and nutrition...very broad and i could really go into arts and sciences, ecology, or agriculture and life sciences

i'd highly consider the ag or arts schools. It seems like you're looking for a more scientific/technical approach, not to say the hum ec school isn't. If you're a NY resident, consider the ag school as it would be much cheaper, otherwise the arts lets you take as many courses from any college as you want. I was in the arts school. Psych, i believe is only in the arts school where as nutrition isn't. Neuroscience is in both.
