Portland State University

No offense bro, but this doesnt look thought out at all. Looks like a comprehensive list of random State U's.

University of Houston
University of Nevada: Las Vegas
University of New Mexico
University of New Orleans
University of Utah
Portland State University

Really not good choices.

Why I'm attracted to at least some of these schools:
Ever heard of the Western Undergraduate Exchange? I could get reduced tuition at some of these schools, making them more compelling options.
Some of these schools give good money to out-of staters, which is important. PSU gives money to California students.
I would want to live in some of these cities.
And yes, I have thought this out.

So how many of these schools are really not good choices? Do they have a reputation outside their respective states? Or should I just stick to a UC or CSU?

The ones that I highlighted have no rep. at all.

UCBoulder, ASU and UA at least have a decent rep.

and univ of texas @ austin has good rep. but it is very competitive to get in there and you will have to raise your SAT scores and your gpa

UT is a no go. 76% of the class is guaranteed admission from Texas HS because of the top 10% rule. That leaves very few slots for the rest of the country. Your stats likely will not cut it.

I don't know about the others, but UH Manoa, I'm sure you have very good chances. I spent my senior year to get residency in HI (they automatically must take you in if you are a resident and have a GPA over 3.0/very good SAT scores). I took no honors or AP classes (took a chance with that one...wasn't too motivated..."finding myself"/got with the "wrong" people...that's the long story short), but I played it easy and made a very high GPA and had good SAT scores.
I came out of the Bay Area, CA, myself (17 years there, going on one here). Since I assume you're from SoCal, the diversity is pretty much the same. Well, let me change that- there's a lot of mixed people like myself, different Asians and different Pacific Islanders. From my experience, Latinos and Black people are scarce (a very long-lasting culture shock for me at first).
Also, because of our unique place in the world/our unique age, the islands are bursting at the seams for opportunites for geography, environmental studies, and other earth sciences (don't even get me started on Astronomy!).
There's also this ability to change from so many kinds of areas...urban to rural (and during the winters where I live...to snow) in a matter of an hour or less.
Even though you say you weren't really thinking about doing it, I'd urge you to reconsider and do a little more research on us. Hah, do I sound like a commercial yet? Seriously though...it's something new.

Florida International is probably a match for you; I'd try to bump up the SAT scores a little, considering the out-of-state requirements are likely tougher, but I don't know too many people in-state who look at it anyway. If it's offering reduced tuition, it's a good shot for you.

You might want to apply to the SUNY system. I hear that they're trying to diversify they're student body geographically.
