This is a very dumb question, but it would help me greatly. This past year was very tough for me dealing with numerous situations and emergencies. Due to these situations (illness, family emergencies), I only applied to schools in state (UCs). I got into UCR and UCSC. My dream school is UCI, but I’m not sure if I will get off the waitlist. However, as the situations that would have inhibited me from attending out of state schools have passed, I now want to apply to out of state schools and see if I have a shot.
Should I call the universities to see maybe if I can apply for the fall or spring semester of 2015/2016 due to special circumstances?
These are the universities I am considering:
University of Washington
UT Austin
Rutgers
NYU
These are my stats:
GPA (W): 4.0
ACT: 28
ECs: 4 years of Volleyball, leadership (2 years), volunteering (200+ hours), tutoring children, volunteering at a childrens museum, Community Service club President.
Again, I am not expecting that any of these institutions would allow me to apply at this stage, but I am just wondering.

It is unlikely that the schools that you listed are still accepting applications for fall 2015. In addition, they will likely be significantly more expensive than your UC options. You can check their web sites for information on both of these topics.
Money isn’t an option at this point. I just want to get a good education.
UCSC is at the same level as the universities that you’ve listed as “considering”. You’ll get a “good” education at UCSC, and with personal effort you’ll get an “exceptional” education there.
As far as UT Austin, my opinion is not to waste your time. Many people were turned away with better stats. Also, NYU is a private school. It costs about $71,000 per year. It would have been a long shot for you to be admitted during the admission process.
What is your major?
Can you attend UCR for a year and then transfer to a better ranked UC school?

If you are not from Texas and within the top 7% of class, you can pretty much forget about UT Austin as txtella said. Your ACT score would not make it.
Your parents are willing to pay $60-70K/year for college?
It is usually very difficult to transfer between UC’s. Don’t start at UCR or UCSC with the expectation of being able to transfer to a different UC later as it probably would not be an option. I know that UCR and UCSC are on the lower end of the rankings among UC’s, but don’t buy into that whole thing. Both are still exceptional universities and you would get a great education at either.

Decide that you LOVE Santa Cruz! Don’t worry about what might have been, just love your options (and they are good). If you really want to go to one of the other schools, take a gap year and apply everywhere again. I fear if you try to throw something together now for the fall, you’ll make a mistake, not get financial aid, regret the rushed decision.
If you really want to look out of state, the University of Arizona still has open seats for the fall. I don’t know if they still have scholarship money to offer, but if they do it might be an affordable and attractive option.
They are not going to open admission exceptions. But you can check each to see if they are accepting late admissions now that May 1 acceptances have passed, some schools have room and will take fresh applications. Sometimes the window of opportunity is short. In your shoes I would take one of the UCs depending on major. I prefer UCSC.

UW has become surprisingly selective recently, also. My son was accepted at UCD and UCSD from out-of-state, but waitlisted at UW (UC-weighted GPA>4.0, and ACT=31). I’m quite certain that the main Seattle campus would not be accepting applications for next fall. I don’t know if they admit freshmen mid-year.
Congrats on his acceptance to the UC system! UW is very tough to get into nowadays. I’m pretty sure that they don’t admit freshmen mid-year because one of my best friends tried to inquire about this and they said no. Not sure if they changed their policy though. Good luck to your son wherever he chooses to go! (:
