Concerns: Although I am extremely well rounded, my numbers are bit below the average for engineering at both of those schools.

Michigan does not consider middle school grades. It will calculate your GPA based entirely on your performance from 9th grade onwards. 10 APs will definitely help, especially AP Calc BC and AP Physics. Considering the strength of your curriculum, your 3.8 unweighed GPA (assuming you are accurate about Middle School grades dragging your GPA by a 0. 1 margin) will be competitive. Your SAT is solid as well.

Michigan is clearly a reach for all OOS applicants these days, but you have a chance. If Michigan is your #1 choice, have your school counselor contact the Michigan admissions officer responsible for your school via email and tell her/him that Michigan is your first choice. If your parents are willing to commit to it, perhaps they can confirm to your counselor that they will send you there if admitted, which your counselor can also convey in the email to Michigan.
