Chances for a Canadian?

GPA: 3.94 UW (10th and 11th, out of 4.0 since school does not offer AP, Honors, Gifted, or IB)

SAT: 660 CR 710 M 640 W

SAT II: Math II 660, Chem 700 :(

ECs: Exec of Robotics Team, Computer Club, and Charity Council

From Canada, fairly good essays.

Chances?

I'm going to say that your GPA is only average for an admit because you haven't taken any honors/AP/IB classes. Yes, I know it's unfair, but the UC system is very numbers based. Granted, your 3.94 uw is better than a 3.94 uw of someone who could have taken AP classes but didn't, but a plethora of applicants have over a 3.9 uw GPA and they have taken honors/AP classes.
A 2010 SAT puts you in the middle of the admit (not applicant) pool, which is good.
A 1360 SAT Subject total is not good, as SAT Subject scores should generally be higher than SAT Reasoning scores and are also more important because they show what you've learned in school.
Your EC's are fine, just write something in the EC boxes.
Not being a CA resident is going to hurt.

Honestly? - major reach

They will see if your school offers AP/College Prep/or IB classes. If your school does not, they cannot hold you against it.

Assuming that Cal is being honest with us when they say that they compare you to your peers at your school and not with the applicant pool worldwide, he's fine (as BabyBlue stated.)

Being OOS hurts, though.

Cal: (OOS) Reach/slight reach

Defintely high reach

Hmm...looks like I'm the optimist. :)

So a 3.94uw of someone who couldn't take AP classes is equal to a 3.94uw of someone who did take AP classes? They won't hold a lack of AP's (because he couldn't take them) against an applicant, but the applicant with AP's will get a boost because of them and thus is a stronger applicant. Also, because the admissions office has no way to assess his strength in higher level course, I'd guess that they'd look at his SAT subject scores - if he didn't take chem ap (because he couldn't) but got an 800 on the chem sat, I think that would make up for it. On the other hand, 700 shows that he is an average chem honors student who would have probably ended up with a B in chem AP.
