Chances for a Grad School in USA

I am going to apply for a grad school in the USA or Canada as an international student. I have an M.Sc of Geophysics.

GRE: Verbal section= 157 (560 in the old scale)
Quantitative Section = 157 (730 in the old scale)
Writing = 3.5

Toefl ibt: Total = 101 (Speaking = 24, Writing = 23, Listening = 27, Reading = 27)

Master's GPA = 2.7

Bachelor's GPA = 2.6

I have only a conference paper on the topic that I worked on as my master thesis.

I ranked 4th among about 3000 applicants of geophysics master program entrance test in my country.

As you noticed, my GPAs are too low and I am worried that these GPAs harshly diminishes my chances into getting a grad school in the USA.

There is no special school that I am mad about but among the universities that I have already searched for, UCLA, West Virginia, Colorado School of Mines, University of Minnesota in the USA and also among the Canadian Universities I am interested in applying for University of Calgary, Alberta University and Carleton University.

What are my chances?

Thank you.

Bump

Please understand that this forum is populated by high school students playing guessing game for college. If you want feedback, you should find the grad student forum. But there are no persons who can give you chances on Phd programs. Your research will be very important but gpa is almost universally 3.0 minimum, so I predict it will be difficult.
