I'll be a senior this year and University of Minnesota is one of my top choices. OOS female, interested in Chemical Engineering. Here are my stats...

33 ACT, 2240 SAT (660 CR, 790 M, 790 W), 4.0 GPA
DECA president
NHS member
~150 volunteer hours
Intern at local hospital
A few other minor EC's

Admission definitely.
Scholarship, most likely. There’s a list of scholarships on the page that they award to students who fit a specific ACT an GPA requirement. And they are merit based so your background shouldn’t matter.
Honors is really competitive but depending on the classes you took, I think they would invite you.

The limited stats you gave are right in line with my daughter’s. She was 2260 but I’m thinking she had slightly more EC’s than you. She was passed over for honors, at orientation she met a few students who had made it and they didn’t have the stats she did, BUT they were NMF’s. The U seems to put a lot of weight on that. Thankfully, my daughter is really motivated now to show them that they made a mistake and will be applying again for her sophomore year.

PSAT was not enough for National Merit, I’ll most likely get Commended Scholar. @Bigbaddad Thanks, that is good to know. UMinn is one of my top choices, but I have yet to visit campus. I’ve taken a very rigorous course load, so hopefully that will help.
