Assuming in-state for UCs, UCLA Engineering will be a reach. UCSD might be a low reach. GPA is good but standardized test scores are so-so.

I think you have better chances for Engineering at UCI and UCR. Merced is a match if you plan to apply.

You may want to try UCI, UCSC and UCSB because you do appear to be an instate resident and your EC’s may help at some of these schools.
Don’t forget to apply to some safeties like the CSU’s. Maybe a Cal Poly?
Taking the tests three times can hinder you.
The schools don’t really like when you self study for an AP exam. The adcoms have indicated that they don’t give you extra brownie points for that.
