Chances for UMich OOS and Cornell IS

I would like to know my chances of getting in and ways to improve my chances of getting in to these schools?

My SAT is 720 M, 610 CR, 700 W and I'm taking it for a third time.

I will be taking the SAT II Math and Physics exams.

I want to go into Engineering but if there is a way I can get into these schools by transferring to engineering after applying to another school I would be willing to do it.

Thank you

It is possible to do an internal transfer between school but it is not guarantee. In addition, your SAT is right at the 25% even for LSA. Together with a below average GPA, UMich would be a low reach to reach for you.

Anyway I can up those chances?
Also what about Cornell?

Bring up your GPA and test scores. For CoE, get the Math score near 800. Also, get yourCR score above 700. Cornell would be around the same as for UMich CoE, but I think you do need 2 SAT2 which is optional for UMich.
