Since you don’t have a real score yet, some schools would be hard to chance. If you are a senior already, you are really behind that you don’t have even one ACT or SAT score. Since you do not list the grades for Junior, I assume you are still in Junior.
For Brown, Emory, USC, Upenn, Rice, UMich, and Vandy, they would reaches due to weak GPA and below admission average ACT score (even if you get 31). Some are even high reaches as ACT 31 is around the 25th percentile for them.
You still have time to bring up your GPA and ACT scores if you really want to apply to these schools. Just for your reference, the admission average uwGPA at UMich is 3.85 and the mid 50 for ACT is 30-33.

I’m with billcsho. I currently go to Vandy, and I can back what he’s saying.

I do have to say that your out-of-school credentials are phenomenal, especially with publications. But in the end, you’re applying for a college, not a job, so grades and test scores (btw a 29-31 will not cut it on the ACT) are most important. If you can show that you are strong in those areas, then and only then will those out-of-school credentials really show and set you apart from everyone else.
