What are my chances of getting into Penn State? I am interested in majoring in Labor and Employment Relations; would I be better off going in undecided? Also, I am open to starting in the summer; will that help my chances?

With an UW GPA of 3.9 you have a really good shot. Especially since it’s in the college of liberal arts which is no more or less competitive than DUS (usually - this year was an anomaly for DUS being extra competitive). You can put summer option to be safe but you probably won’t need it. If you can retake your ACT and bring it up even 2 points you will be in a great place. I think you are fine now but everything helps. Good luck!
In fact you could even apply to the honors college since your major of interest isn’t very well represented and 3.9 UW in mostly honors/IB classes is pretty good. Look at the essay prompts as soon as they’re putting and do your best.
The website says late February / early March. As far as I know, that variation is only because they don’t choose the date too far in advance – I believe the decisions are all released at the same time, once they decide when to do it.
