Chances of switching from NR to Chemistry

So I recently got accepted into UCB class of 2020 in CNR. I hadn’t looked into CNR prior, but it was recommended by one of my counselors whom probably misread it. But looking into it now I realize it is not what I want to do, and for the time being the college of chemistry interests me more. So I have a few questions.

Would I be able to switch into the college of chemistry before the term starts?
What are the chances of me being able to switch into the college of chemistry? (Prior to term beginning and after 1 seme)
What determines my chances of being able to switch in?
And once I switch in would I be able to switch out into another?

I actually made this exact switch my freshman year (I graduated as a ChemE major in 2014, but started out in CNR). It was relatively easy to do this back then, but they wanted to make sure I was performing well before making the switch official. I emailed the CoC freshman advisor (Maura Daly) in the summer before I started and asked if I could enroll in the CoC classes for the fall (in my case this was ChemE C96 and Chem 4A, but I think there is also a class called ChemE 40 now if you want to study chemical engineering). I needed a special code to enroll in C96. After that, they just made sure my fall grades were decent and allowed me to make the switch officially sometime during the spring semester of my freshman year.

In my time it was a little bit more difficult to switch into the CoC than to switch into L&S, but significantly easier than to switch into the CoE. I also knew quite a few students who switched from L&S and CoE to the CoC and vice versa.
