Chances...Rutgers New Brunswick?

I just want an honest opinion of what my chances are of getting into Rutgers New Brunswick.
I'm currently a freshman at William Paterson University and I'm majoring in psychology and I want to transfer to Rutgers NB for spring 2014 or fall 2014. I will have 25 credits by the end of this semester with a cumulative GPA of a 3.5 hopefully. Since I don't have a lot of credits Rutgers will probably take my high school record into account.

My high school GPA was a 3.7
Good amount of ECs, national honor society, Spanish honor society
My SATs were awful, 1480 :/

Since my SATs are so bad I was wondering if applying for fall 2014 would be a better idea than spring 2014 so that Rutgers wouldn't be able to hold my SATs against me.

Btw I was ranked 27 out of 214 students in high school and I would be applying to Rutgers NB SAS if that makes a difference.

Are you in-state for Rutgers NB? If it is as lenient with in-staters as with freshman admissions, then you stand a good chance provided you apply for fall 2014.

Yes I’m in- state, so you would recommend applying for fall 2014 rather than spring 2014?

If you want to attend Rutgers in spring 2014, then take the ACT or re-take the SAT, in which case you should aim for 1750+/25+.
