What are my chances?
I think you are pretty close, try to improve your math score a little. Biggest issue may be coming from Wake Co., stiff competition. Good luck.

I also have received my act scores and got a 30
try to take Calc B/C and physics C. both my kids completed Calc B/C with 5s as juniors and got in. Do know that at our high school kids that get rejected from NCSU engineering sometimes get into UNC Chapel Hill. (to give you an idea of engineering competitiveness) I believe NCSU allows kids to have a second choice in the Arts and Sciences so if you pick a major (like chemistry or math or physics) and you take through Calc 3 (multivariable), chem 101 and Physics 8 and do well you can always try to CODA in , since even declared engineering majors accepted have to CODA in too. (you can google the exact thing but everyone has to CODA into an engineering college major anyway, even if accepted out of high school)
