Chances w/ low UW GPA?

I’m currently a junior in high school. My UW GPA is a 3.1, while my weighted is a 3.4 (not too great…hoping to bring it up to at least a 3.5 by the end of junior year). However, I have 8 or so honors.
I’ve taken the ACT once (December 2014) and I scored a 29. Planning to take it again in either Feb or April (And hoping to score 31+)
ECs: Played for the school soccer team for 2 years, have had 2+ jobs, generic clubs: Spanish, Yearbook, French.
I wish someone had told me how important GPA is back when I was taking honors classes left and right and taking classes a year above my grade…anyways, I was wondering what my chances are of getting into the following colleges:

OSU (in state)
SDSU
SUNY Oneonta/Oswego
SF State
Purdue
Rutgers
UMass Amherst
UConn
Michigan State
University of Michigan

Am I aiming too high w/ my dismal GPA??

You don’t mention your budget - out of state tuition is really expensive and financial aid sparse - even somewhere like CSU Long Beach will cost $30k+/year . so, perhaps you aren’t being realistic on that front.

Your list contains some schools that will probably accept you and others that will probably reject you. In all, an OK list.

Not sure which O state you live in but, I’d encourage you include some more in-state colleges in your application pool.

NCalRent - money is not a big issue in my household, however, if there are any schools in which I can receive more aid than others that will definitely be taken into account.
I live in Ohio, and OSU, Miami University, and UC are all schools that I am applying to in state.
