I am hoping to transfer to Tech next year. I had put on my application Air Force ROTC and majoring in Mathematics. My GPA last semester was 3.08 and I took Calc I, Chem 131, Problem Solving in Science and Technology, Chem 131 Lab, Foundations of Physics. I am a Freshman. And I was wondering what my chances were. Also I applied there last year and got waitlisted and then rejected. Will my applying last year have any impact on me getting in for next year?

Applied where?

A 3.0 or above is fairly good in college.

I applied to Virginia Tech's Air Force ROTC.

hey, i'm a freshman at tech. i have no idea how applying to the corps affects admissions decisions, but in my experience, most people on-campus seem to consider a 3.0+ to be a "pretty strong" gpa for tech courses. it really depends on where you're coming from... most people seem to be really into a school's reputation.
