How do you have a 3.9999999 and how is that a 14th rank??? If you got one B (a 3.0) it would take 10 million A's to get that average. That is your weighted GPA, goofy weighting system, but whats your UW GPA? I will chance you say you get a 31 on the ACT (unlikely, but best case scenario). Don't take the SAT until you do some practice tests, chances are you will do worse on it than you would do on the ACT. That's the apparent trend for Mid-Westerners.

Brown: REJECT
Cornell: 20-25% CHANCE
Dartmouth: REJECT
PENN: REJECT
GEORGETOWN: 30%
Northwestern:REJECT
*with below average scores and a complete lack of substantial ECs, you unfortunately will not be admitted to those top-tier schools. You have 6 school clubs with 1 or 2 years involvement yet no leadership or directed passion. Looks like a laundry list to me. Sure, you seem to be very committed to dance, but that really will not help your chances. Means next to nothing to them. A girl from my school had similar stats last year. 4.0 33 ACT, her only substantial ECs were a part-time job and 14 years of dance (state champion at many contests). Needless to say she was rejected from cornell, emory, WASHU, and swat. All of which are easier to get into than the ones you have listed.

I am not familiar enough will the policies of LACs to give you an accurate rank. What are your match/safety schools?

I agree with 1MX, most of your ECs seem like you just joined them to get into college. That may be untrue, but that's what it looks like on paper. There really is nothing you can do about that now. You could try and start some sort of program within those clubs. It would show more dedication.

Your rank, gpa (if it's unweighted, which I think it is), and sat II scores are all solid. If any of the schools you listed really is your dream school, you better write an amazing essay. I suggest you keep those as reaches, but find some schools that are matches and safeties so that you are not disappointed come May.

I still wouldn't say you are a flat out reject to those schools. Penn is a far reach. Brown, Dartmouth, Cornell, and Northwestern are all more manageable, but still reaches.

What are you looking for in a school? Urban? Science driven? Small? I can give you suggestions if you tell me a little more.

Carleton: High Match/low reach
Macalester: Match
Brown: High Reach
Cornell: Reach
Dartmouth: Reach
UPenn: High Reach
Georgetown: Reach
Northwestern: Reach
