I would say you are on par with the average applicant to Rice. You might want to start thinking about what kind of person you want to come off as on your application. I'm not suggesting you paint yourself as someone you are not, but definitely think about a few themes you want your application to reflect so that the admissions officers know they are reading the application of someone identifiably different and attractive to them. You have to give them something that makes them want "you" on their campus. AFAICS there is not much to see here, and I think if you asked your chances without your SAT score most on this board would probably think you have little that stands out. Just so you know, rank is really important for Rice. Here are the statistics for those applying with your rank:

Top 11-20%
Applied 581
Admitted 57 (10%)

As you can see, the 10% figure is probably your biggest obstacle. Remember, the application is not an occasion for you to list stuff you do in high school. Your job is to make it as much about "you" as possible. You can guarantee that the people who are a part of that small 10% figure definitely showed the officers who they are. It is also understandable that a lot of the applicants in the 11-20% range think they are fine in terms of rank. Personally, I think it is fine also, but keep in mind that the stats say otherwise and the chances get pretty slim. The essay for you is going to be extremely important if you are serious about Rice. Hopefully you have had almost perfect grades since freshmen year to soften the reality of your rank, or you can otherwise justify your grades. Good luck to you. :)

If you have the time, you may want to retake those SAT IIs and get one or two of them in the mid- to high- 700s, even though all three are already 700+. It seems like you have enough ECs and such, though you could always try for a few more leadership positions. Your stats overall are strong, but you need to push up your class rank, as sreis mentioned.

Is Rice in your top few picks right now, or are you still shopping around or favoring other schools? If Rice is your top pick, I'd suggest you start researching about the school and be able to convey your enthusiasm in your essays/the box/etc. If you're passionate and well-informed about Rice, an on- or off-campus interview will allow you to make a positive impression that will bolster your application.
