<p>For Berkeley, ask the College of Chemistry. Both the chemistry and chemical engineering majors are there, although chemistry can also be done in the College of Letters and Science. Depending on which you applied for, the change procedure differs, and it may or may not be a competitive admissions process (the College of Chemistry web site does not really say).</p>
