I have been accepted into the Moore School of Business, but also have a strong interest in Sports Management, which is within a different USC college. How hard is it to change colleges in your freshman and sophomore years? Are there significant administrative hurdles to changing colleges?

It’s not hard at all. You just meet with some advisers or deans who make sure switching or adding another major is doable within the timeframe of your expected graduation. I added a second major in a different college (and then dropped my original major later), and the process was pretty quick. If your course requirements that you fill your first two years are too different from your new requirements, however, it may be hard to graduate within four years.
