Changing Colleges?

<p>Does anyone know if incoming freshman can change colleges? I heard that it was possible but I contacted the Registrar and she said incoming freshman can't change colleges only after their first year.</p>

<p>I really want to change colleges, would contacting the dean of students help? Or who is in charge of college admissions?</p>
