Hello,
I am looking to leave my room (I lived with three other people and it just did not work out), and I would like to room with a friend who is currently in a permanent room but does not like her roommate. Is it possible for us to room together this semester? She's a little unconvinced that they would let us because she doesn't have a MAJOR problem with her roommate, she just is really tired of living with her, she's annoying, etc. I know that we should talk to our Hall Coordinators, but I just wanted to see if it's something that might not be doable or if we actually have a chance.

Definitely talk to your RA or Hall Coordinator if you have a roommate issue. If you put in a room change request, your RA is going to talk to you anyway to find out why before your room change gets approved.

There is a place on the room change request form where you can request to move in with a certain roommate by entering your eID and indicate that you want the roommate more than a room. Ultimately, it would be up to the HC to approve your room change request (and your friend’s HC to approve hers) and then you would have to wait for a room to open up for you both to move into. The process of assigning available rooms is done through the Housing Reservations office, and finding a room might take a while. It’s worth a try though, and there’s a decent chance you could end up where you want. A lot of people have been changing rooms recently.
