How hard is it switch from pol science major to env science engineering or bs env science in UCSD, UCSB and UCI? Can you still double major even if they are different colleges?
It is difficult to transfer the College of Engineering at all of the schools.
At UCSB it is very easy to change to any other major within the College of L&S, including environmental science. There are a few pre-major courses that you need to complete but, after that, it is just a matter of filling out the paperwork https://admissions.sa.ucsb.edu/majors
Changing from a non-engineering to an Engineering major at any of these schools is going to be very difficult since Engineering majors for the most part are very selective and impacted. Also there is no guarantee if you meet the change of major criteria, they there will be spots available.
Environmental Science which is not Engineering based would be a better option for all the UC’s. I will provide links for changing majors and you should work with your academic advisor to initiate the transition and on a plan to change majors at Freshman orientation.
UCSB does not have Environmental Engineering. For UCSB as a PS major, you are admitted into the College of Letters and Sciences where the Environmental Studies majors are also housed. Much easier to change majors within the College than between Colleges. UCSB recommends some pre-req courses and maintaining a minimum of a 2.0 GPA before declaring the major.

UCI change of majors:

UCSD:
The MAE department is no longer accepting new students into the Environmental Engineering major.
For Environmental Systems major changes:
First, select your major.
- Read major descriptions in the General Catalog.
- Talk with your college advisor.
- Explore majors by speaking with department advisors.
- Discuss career options with a Career Services counselor.
- Read the Academic Senate policy on Majors (section A).
Double majoring with PS and Environmental Studies/Sciences would be doable since both majors are usually housed in the same College or even a minor in Environmental Studies/Sciences. Again, you will need to meet with an academic advisor to plan out your schedule.
