<p>Everytime I say anything about the UC schools, it seems that the UC's are opposite from everything I know, but...</p>
<p>Large public universities are organized as "colleges" within the university. So long as you stay within the same "college" within the university, you should not have any trouble changing majors. Engineering, business, and fine arts are usually separate "colleges" within the university and you have to be internally admitted to them, but English, Math, Biology, History and etc are usually within the same "college" and it is usually known as the "College of Arts and Sciences." There are of course exceptions. At Univ of Maryland, one of the internal "colleges" is the "College of Life Sciences" and so changing from English to Biology would involve a change of "colleges".</p>
