U of Minnesota , Twin cities, Purdue, MIT, GaTech, Caltech

3M in Minnesota has donated a lot of research dollars to U of Minnesota in the chemical engineering field.

Add U Delaware with a similar relationship with Dupont.

Where you can get admitted, not get weeded out (some require college GPA as high as 3.5 to continue in the chemical engineering major), and can afford.

How does UIUC compare to the above?

UWis-Mad and UCSB (up and coming)

UT Austin too but super hard for OOS applicants

what are your thoughts on Syracuse University and University of Rochester for Engineering undergraduate studies.

Is UT Austin virtually impossible to get into for the International Students?

You need to be looking at perhaps the top twenty or thirty schools for good chem E programs. There is so much more than a numerical rating. Plus, there are so many that will give you a great education. Look at the requirements for getting in, the requirements and course offerings in the major, the overall engineering requirements. See which schools seem to offer programs where you would like the needed courses most.

College in the US is so much more than just the academics. Look at those other factors since you will be living in there for some four years. You may want to contact any international students organizations at schools of interest for info on people from your culture/country. Support outside the classroom can make or break the ability to succeed.

btw- I do know UW-Wisconsin has excellent chemistry, equally well taught since my eons ago experience.

Research twenty or more schools and rank them on overall experience, not just the major. The best school for YOU is what counts.
