Some of the rental properties I'm looking at don't have on-site parking but say you can get a Residential Preferential Parking Permit from the City of Berkeley for street parking. Last semester, my south-side rental had driveway parking so it wasn't an issue. However, the street parking was pretty much filled every day. Is it super competitive for street parking and should I avoid the hassle by finding a place with on-site parking?

Also, the permit requirements state that your car must be registered to the address in Berkeley that you're at. Can a student substitute a copy of the lease agreement to prove residency for the school year and still get the parking permit?
