hi,
i am an international student. i had applied to UIUC and UT austin. got a reject from UIUC and received an admit from UT, austin for MS in Civil engineering (specialization: structural eng..) for spring 2014. But sadly i haven't got funding. My interests are seismic/earthquake engineering, blast resistant design of structures. Owing to my financial situation i may not join in the spring semester.

thinking about applying for fall '14 again. UT austin will b there on my list. UIUC may not be there. any suggestions for universities with good chances of funding ?

Typically what I’ve seen at my school for structural, is Masters students going in without funding originally. They meet the professors, learn what they actually want to research and then get funding after a semester or too.

For seismic design I feel like the west coast schools would be the most likely, blast resistant design is highlight specializes and a school with a good finite element division might be possible.

you definitely have to pass some SAT reasoning and subject tests. Also remember, the higher your grades, the more chances of winning a load of scholarship to cover all your needs. Find some ways to strengthen up your application.

It is often unlikely that you will get funding for an M.S. at one of the more selective schools where they admit students directly for the Ph.D. These schools tend to reserve funding for the doctoral students.
