What is more important to admission to UCB, GPA or class rank?
And, if school gives GPA out of 100, is it just converted into the 4.0 scale?
There isn’t one over the other. They are used jointly to look at your academic record. A lower GPA with a high class rank can indicate difficult classes. While a high UW GPA with a low class rank can indicate you didn’t challenge yourself. The best way is to have a high GPA because then a good class rank will follow.

UCB doesn’t consider school rank other than if you are ELC eligible. GPA is definitely more important along with HS course rigor, test scores and essays.

Note that ELC is calculated by comparing your UC-recalculated GPA to the top 9% threshold UC-recalculated GPA set by previous classes at your high school. Your high school may give you a class rank, but it is irrelevant for UC purposes – any “rank” type calculations or comparison with other students from your high school will be based on UC-recalculated GPAs (unweighted, weighted-capped, weighted-uncapped are all visible to admission readers).
