Just wondering...do colleges weigh one or the other more heavily. Is it true that at most ivy league schools they emphasize more on class rank?

Yes, I would assume so because colleges tend to use your gpa only in the context of your class rank/school. A 3.9 who is top 30% would look worse to a college than a 3.7 who is in the top 5%. Grade inflation/deflation, etc. varies by school, so class rank is the best way for colleges to measure the student's performance in the context of his or her school.

as long as ur up in the class ranks (Top 10% or so), you should be fine applying anywhere

Really? I was under the impression that a student in a normal public school would have to go beyond top 10% for schools like HYPSM?

But my school is competive right now I'm in the top 25% :( But I think I might end up in the top 15% if I'm lucky. I'm not expected to get any higher than that. I'm also an URM :)
