Closed Programs in University of Cincinnati?

I really want to go into the Graphic Communications Design major in the DAAP program in UC but it says that it is a closed program for the fall 2017 application process. Does that mean I, as a junior, cannot apply to that program anymore?

It just means that it is too late to apply for the fall of 2017. Which is OK for you given that you are still in high school…
