<p>You should email the admissions office of the schools you are going to. i've applied for one (sent in a letter including supporting docs showing my financial status with my app package) and the other I applied to I have requested it to be deferred to my first uni bill if accepted (since they don't offer waivers, but deferrals)</p>
<p>Just go to collegeboard.com and look up the colleges participating in the CB fee waiver for college application program. Then just look up the states that you are interested. Even if they don't, most colleges will waive fees if you have extenuating circumstances and you get your counselor to write the college a letter.</p>
