I was moving from one discussion to another just to get some info on scholarship one has received.
I really cannot figure out which uni to apply such that i don’t get negative feedback.
I’m looking for schools that could potentially offer me almost full ride or full tuition. My parents can only afford around $2000 anually, so financial aid is really important.
My extra curriculars are: District level winner at essay writing competition, Regional level winner on table tennis,and several volunteering works(social service).
My CIE A-levels result: 1A* and 3A’s.
I recently took sat and expecting to get around 1350.
My intended major is Electrical Engineering.
I am really stuck in selecting a university that suits me.

Negative feedback? What do you mean?
It is just how it is. As a foreigner, either you have to be exceptional(high SAT/ACT and GPA as a baseline) to get any financial aid and/or merit scholarship, or you have to study either in your nation or pay for school.
What is your GPA? Where are you from?
1350 is not good enough for full tuition,much less a full ride. What is your academic standing?
I suggest you retake SAT and aim at least 1400 for full tuition scholarship in schools that offer generous merit scholarship.
I don’t know if you’d be competitive for merit scholarships, so you would need to apply to schools that meet 100% demonstrated need for internationals. Warning: Almost all are need aware and several are Liberal Arts Colleges (LACs), and will not offer an engineering major. They are also very competitive to get into, so if you can do as ^^^, you’d stand a better chance.
Many (most?) of the medium to selective LACs offer a 3+2 option, but the issue for the OP is going to be that meets-need for internationals is extremely competitive, and the scores aren’t strong enough for as much merit as is neeeded.
