<p>As a US permanent resident, you would qualify for federal financial aid and most institutional financial aid or scholarship programs (though some programs may be restricted to US citizens). </p>
<p>That’s all that can be said in general. If you were educated abroad, your application wil most likely be read by the admission staff in charge of international students. Colleges may or may not have different admission standards for US citizens and permanent residents educated abroad than foreign citizens educated abroad. </p>
<p>Of course this is only true if you keep your permanent resident status (or become a US citizen). In another thread, you stated that you have lived in Hong Kong for all your life. A green card is a “use it or lose it” kind of deal. If you spend more than 12 months outside of the US without a re-entry permit, you’ll automatically lose your permanent resident status. An immigration officer can also determine that you have abandoned your permanent resident status if you seem to reside primarily in another country despite occasional trips to the US.</p>
