What do you mean by "international students scholarships?
Do you mean Scholarships for international students to study in the USA? If so, you are not an international student, so you should be looking for scholarships which are available for American students.
Or do you mean “scholarships for American students who want to attend a foreign university for their undergraduate studies” is which case there are a number of such scholarships. T
The good news is US citizens living abroad are considered domestic applicants at American universities, at least for financial aid purposes. Your main sources of funding for a US college education would likely be your own family, the US federal government (via [FAFSA](https://studentaid.gov/)) and the university you attend (via institutional need-based grants or merit-based scholarships).
Your best strategy is to research lots of universities, compare the funding opportunities as you decide where to apply, and then apply widely so that you can compare concrete funding offers.
The bad news is that you will likely have fewer funding options available to you than US citizens who graduated from a US high school. For example, you may not qualify for in-state tuition in any state (some exceptions apply, e.g. if you moved abroad on behalf of the US government) or state-funded financial aid programs.
Two side notes:
(1) The term “permanent resident” refers to a specific US immigration status, sometimes called green card holders, not to you where you live.
(2) You’ll want to scan the application instructions for international applicants in case anything there applies to you. Sometimes there’s instructions that apply to US citizens educated abroad (e.g. supplements to the school report or a different policy about standardized testing), but you can safely ignore anything you read about financial aid in the international student section.
