<p>It works that way in my school. You fill out the applications to the schools you are going to apply to and bring them in to you guidance counselor. He or she will normally just give you the fee waiver form and I believe you have to mail it in. In addition, I believe that you have to had taken an ACT or SAT test using a fee waiver to qualify for college app fee waivers.</p>
