Colleges for low GPA but good test scores?

I'm a rising senior in high school, and I'm starting to make a list of colleges to apply to. But I'm having some trouble finding ones I might actually be accepted to. My GPA is only a 3.2, but my ACT score was a 30. I haven't yet taken the SAT, but my PSAT was a 1930. I've also taken AP Chem, AP Gov, and AP Calc BC. The scores haven't come in yet for those, but I'm confident about them.

So basically, what kind of colleges should I be looking for? Are there any that place more emphasis on test scores, extracurriculars, etc, rather than GPA? I've heard University of Rochester, but other than that, I'm hopeless. Please and thank you!

I’m in the same boat as you. So far a 30 ACT and a 3.7 GPA. I think it really depends on what you want to do. What are your plans as far as majors? Some good ones off the top of my head are Michigan State, Penn State might be a shot for you, and a lot of the SUNY branches

act of 30 with a gpa of 3.0 will get you 15K towards a total cost of attendance of 20-25K(tuition, dorm food) at uab in birmingham alabama

11k undergrads, urban campus, very strong for sciences…wonderful honors colleges, tier 1 research university, home of top med school.
