Colleges requesting additional SAT/ACT scores, but there are no more scores.

Hello! My brother got emails from two different colleges saying his application is incomplete because they are requesting additional SAT or ACT scores. Everything on his app is great except he has low scores, so I can see why they'd ask for better ones to help his chances. However, he hasn't taken the tests again so doesn't have more scores to report. How should he word the letter to acknowledge this without damaging his chances at getting in? His senior year grades have been great so far and he is very very interested in both schools. He'd definitely attend whichever one he got in (we'd be over the moon if he got into both but not expecting it). Can he tell each schools that it is his first choice and he will definitely be attending if admitted, or is that dishonest?

I consider myself fairly proficient in college admissions stuff but I'm not sure what the etiquette for this is. Thanks!

edit; Also, these were both schools he was deferred from EA, so it sucks because I don't want them to throw his app in the garbage if they're just waiting on better scores. He already took the SAT 3x and ACT once, scoring almost identically each time, so taking them again isn't a viable option if there was even time for that now.

Dear Sir/Madam,

I remain exceptionally interested in College/UniversityX. Please find attached my most recent grade report. You already have complete records of my ACT/SAT exam results on file.

Sincerely,

Hopeful Applicant

Did they use the word “incomplete”? There might be an SATII requirement or something that he missed. Otherwise, it’s hard to do better than what @happymomof1 suggests.

That’s great, thank you. They said incomplete, but there aren’t any SATII requirements. I think they were just giving him a chance to do what he needs to have a good shot at RD. Thanks again!

Maybe you could call them to ask them what they are looking for. Are you sure that they received all of his scores?

Yes, positive. He was reviewed EA. One email says

Back in December, his deferral email from the other school said
