CSUs as well as UCs. However, 9th grade courses still need to be passed with C or higher grades to be counted toward the a-g subject requirements. UC admission readers will also see all courses and grades reported on the application.
UCs and CSUs use a special weighted-capped GPA for most purposes. Capped meaning that only 8 semesters’ worth of +1 points for honors courses (as listed at https://hs-articulation.ucop.edu/agcourselist#/list/search/institution ) can be included. In practice, this means that the GPA they use is unlikely to be more than about 0.3 higher than your unweighted GPA from 10th-11th grade a-g courses. Your high school weighted GPA is generally irrelevant outside your high school.
