Colleges that offer full need aid

I just came across this article: 27 Colleges That Meet 100% of Demonstrated Need for International Students

Are these literally the only colleges that offer full-need financial aid to international students? Did they miss anything?

Oh, and, I'd like to apply to Dickinson, but I have mega-need for full-need financial aid, and they said I should also apply elsewhere because of that. Does this mean that I ought to save my time and not apply at Dickinson at all?

Thank you.

Other colleges may meet full need for SOME students they are really interested in.

Dickinson does meet full need for students it really likes, and will meet the need of students who can contribute about $10k or more per year for sure. Also please note that that list is not well-researched. Where are Gettysburg and Macalester, for instance, which also promise to meet full need of ALL students?

anyone here African?
