I requested a fee waiver on my common app. Am I supposed to receive it by mail or something? Because I haven’t gotten anything so far, does this mean I am not eligible and should pay the fee as normal?
Also, although I had filed both the FAFSA and CSS around Jan 15, they are still listed as “awaiting” on my application portals. Does anyone else have this problem?

Big question: Are you fee waiver eligible or do you simply want or think that you should have fee waivers? Just because you request a fee waiver, actually being eligible is a different story.
Were you eligible for for a waiver to fill out the CSS profile? If no, it is a possibility that you are not fee waiver eligible.
Are you eligible for free or reduced lunch?
Were you eligible for SAT fee waivers?
Does your school have a process that you must show proof of income to get fee waivers? Are you low income?
I assume you already submitted the common app. As others mentioned, ask your GC to do this. Completing the NASCAC fee waiver form linked below and sending it to your GC might help expedite.
The profile uses additional criteria (such as assets) that make it such that you may qualify for application fee waiver but not a css profile fee waiver.
If the student is fee waiver eligible it takes less than a minute to approve fee waivers on the common app. We do not know if O p is fee waiver eligible.
If Op is not fee waiver eligible, the NACAC fee waiver or common app fee waiver is not going to help his cause.
