New CommonApp's fee waiver system is not actually fee waiver?

I checked "eligible for fee waiver" on CommonApp and when I got to the submission page of the common application for each college it didn't even give me a choice to pay, saying that I was eligible for fee waiver (I applied to more than 10 colleges) - it was all good up to that point.
Today I received "application status" links from the colleges that I applied to and they all said that they haven't received my payment/fee waiver yet. Does that mean that I need to go ahead and physically snail mail the forms to all my colleges, assuming that my school will approve more than 10 fee waiver forms? Or should I ignore the "not received" part just because I stated that I was eligible for fee waiver (and CommonApp supposedly checked with my school whether I was actually eligible or not)? People around me from the past are saying that when they used common app fee waiver they didn't pay for their colleges and I don't know what to do.

Responses from people who applied early this year with fee waiver are especially appreciated.

bummp! i have the same exact problem

Where did you get this idea?

The app asked if you were eligible for a fee waiver. You said “yes.” I would assume that you now need to follow through by submitting evidence of your eligibility to each of the colleges you applied to. If you aren’t sure what to do, check with your guidance counselor.

My daughter, who is eligible for fee waivers, got a form from her high school for each school she applied to. We mailed them to the schools about a week before she pushed the button on her first application, a few days before 1/31.

We had some waivers from college board. We faxed them to the colleges as per the instructions and had no problem
