Community college classes during high school - on FAFSA does this count

On the question which reads Attending Student's Grade Level and the choices include: Never attended college, 1st year and Attended college, first year which do we pick? Our son has several college credits from community colleges - he finished his high school credits by taking college classes but I wouldn't consider him enrolled in a college program with a declared major.

What is the right answer?

generally community college courses to be used for high school graduation credits- do not "count" as "college" credits. I don't think that running start classes could count twice- both as high school and college credits
I wouldn't confuse the issue, just put that this will be his first time attending college

I had this same question last year as my son went to a charter school on a college campus and all the kids dual enroll....for the purpose of FAFSA, you are supposed to put "never attended college."
