Competitive High School, Deflated GPA/Class Rank?

I go to a competitive high school(ranked 200 +-5 on us news). Grades at my school are somewhat deflated and there is a ton of competition in terms of class rank because many students move to my town specifically for the better school system. Although we do not formally have a class ranking system, we do have naviance which provides a scattergram of gpas and college acceptances. Can colleges see naviance scattergrams and is a 3.6-3.7 unweighted gpa considered competitive at ivy league schools if i am taking numerous aps and honors classes?

idk if this may provide a context for the grade deflation but i got a low a- in ap bio but my sat II score was 790 on the bio M

Colleges don’t see Naviance scattergrams. The regional admissions officers are familiar with the major schools int the area and will put your GPA into context. That being said, a 3.6-3.7 really isn’t that competitive for Ivy league schools. I would call 3.8+ competitive,
