Computer Science - Engineering or Arts and Sciences?

I’m currently an international student thinking of applying Computer Science (to Cornell). I don’t have a strong background in CS apart from a short holiday course but my final year course load consists of Mathematics, Physics, Biology, Chemistry, and Accounting(all sciences since I was originally pre-med).

My ACT will probably be 35-36(minimum 34) and my subject tests are 800maths 2, 800physics, 780 chemistry.

My ECs reflect strong volunteer work: tutoring, fundraising, Scholar’s group, Welfare committtee, etc (nothing that reflects strong engineering talent)

I also read that one of the requirements for CAS is a foreign language. My last foreign languages were in year 10(really good marks though) in Latin and year 9 Japanese(also good marks), so they were a while ago and at a pretty basic level( I have forgotten everything) and I would really appreciate any knowledge anyone has on the impact this would have on my application for CAS.

So, overall, what do you guys think? Do I have a better chance at CAS or Engineering

Thanks in advance

Also, if you guys know of any other good universities that offer financial aid for international students I would love to know.
