Confused about academic admissions(auto-admissions)

I've been reading around chance threads and I keep reading different people say different things about auto admissions.

My questions:

1- I am not a instate resident I'm from Virgina does that mean I don't qualify four auto-admissions?
2- Do they need ACT and SAT or either one?
3- Does auto admissions allow you to pick any major?

The top 10% AUTO admit rule is for Texas residents only. However, out-of-state applicants are accepted as ACADEMIC admits if they rank in the top 25% of their graduating class AND achieve SAT or ACT test score minimums (combined SAT score of at least 1300 Math and Critical Reading with at least a 600 in each of these components, or composite ACT score of at least 30 with at least a 27 in the Math and English components). If you don’t meet these stats, then you’re a REVIEW admit, which is not guaranteed. Being out of state, you might also want to ensure you have met the required high school course requirements (see http://admissions.tamu.edu/freshman/admitted</a>). All majors are first-come, first-serve. In other words, if you’re accepted to A&M, you will get your major of choice provided it is not already filled. So it’s best to apply early!
