Confused about date of notification

I have applied to seven universities, all before their priority deadlines or RD. I have already received four acceptances...the first back in October and the most recent in January. The other three (which happen to be highly selective schools) have verbally indicated that they are not allowed to release decisions until April 1st. In fact, one said it was "for legal reasons." Why can some universities notify students early and others can not?

Thanks!

It depends on each schools policies and the type of decision - ED - EA - RD - ROLLING - how they handle notifying students

(I certainly don't understand any school stating 'for legal reasons' - have never seen that and have absolutely no clue.)

which school said legal reasons?

I think some schools (Ivy League for instance?) have made agreements with each other to not release decisions before a certain date.
